From the report of the BBNJ Preparatory Committee, 31/07/17 :

Taking into account existing mechanisms, the text would address provision of funding and resources. Related questions on the sustainability, predictability and accessibility of such funding and resources could also be addressed.

From the President's aid to discussion, 25/06/18:

Funding

(a) The existing mechanisms that would need to be taken into account in the provision of funding and resources.

(b) The manner in which the instrument would address the provision of funding and resources, taking into account existing mechanisms. Would the instrument consider:

(i) Who would have access to the funding and resources?

(ii) Who would contribute funding and resources?

(iii) How the funds and resources would be used?

(iv) How the instrument would address the sustainability, predictability and accessibility of such funding and resources?

Suggestion 1: Innovative financing[edit | edit source]

Provision allowing for innovative financing methods to be considered under the new agreement in relation to capacity building and technology transfer.

Notes: In addition to traditional donor models such as multilateral institutions and funds, innovative financing will be needed to support international cooperation, development of technologies and collaborative research.

Suggestion 2: Voluntary payments by ocean users[edit | edit source]

Provision to allow for voluntary payments to be made by ocean users, for instance taking into account their carbon footprints as a means to support ocean conservation efforts.

Establish global fund to support capacity building projects related to sustainable use of marine biodiversity in ABNJ.
